The second is for "electronics," like batteries or wiring kits. The first is for "basic materials," like titanium or rubber. The first one is called "resources." At the start of the game, the resources menu has two separate menus within it. The fabricator has four of those sorting menus. Things that you can make using the things currently within your inventory are highlighted in blue. When you interact with the fabricator, it will open a menu, which is used to sort the different things you'll make.
The first crafting device is your lifepod's fabricator. Raw materials are then used to create, or "craft" different items.
